Paul Franklin Rhiney was born on December 21, 1933, in Cutler, Illinois. He was the youngest of five children. Both parents, two brothers (David and Elihu) and a sister (Agnes) preceded him in death. At a very young age, his family moved to Sparta, Illinois, where he was educated in the Sparta School System. After high school, Paul joined the Air Force where he served for 4 years at Lowry Air Force Base in Colorado and Elgin Air Force Base in Florida. When his term of service expired, he returned to Illinois and enrolled in the University of Illinois-Carbondale where he majored in Political Science.

Around 1960 he moved to St. Louis, Missouri, where he became a member of the Lane Tabernacle CME Church. He began his career as a federal government employee with the Department of Veteran Affairs, where he also wrote ghost speeches for Purple Heart veterans and government officials. In the evenings, Paul enrolled in private computer courses and became a computer analyst. He retired after over 35 years of career government service.

On November 17, 1963, Paul was united in matrimony with Vera Williams. To this union two children were born, Sharon and Eric Rhiney.

Paul was an avid reader and loved sharing this talent with others. On a monthly basis, he sent books, magazines and other reading materials to children's homes, nursing homes, schools, libraries and other institutions. Knowledgeable of many subjects, he enjoyed discussions on almost any topic. Paul was very active in his community and served as president of the University City Planning Commission and the Older Adult Program.

Paul loved his grandchildren, and they loved him. He coached both his own daughter's and son's sports teams and also helped coach and supports his grandchildren. He was both a den leader and scout leaders.

Paul leaves a legacy of love for family and community service. Left to cherish his memory: his wife of 45 years, Vera; daughter Sharon and son Eric (Tachelle) of St. Louis, Missouri; sister Mildred of Sparta, Illinois; three grandchildren, Anaya, Haley and Joshua Rhiney; Aunt Ruth Cade of Sparta, Illinois; two sisters-in-law, Eunice Duke and Ruth Simmons; and a host of other relatives and friends.
